Miscellaneous Billing Overview
The Miscellaneous Billing module is used for charging customers for goods and services provided by your municipality. It is designed for use by a number of departments and can generate one-time (Standard) or repeat/recurring (Template) bills. The system also supports memo bills which are used for inter-departmental billing. The software requires that the System Administrator in your organization define the different types of invoices that are generated by your municipality and all the different types of activities that are billed on the different invoice types.
This module provides flexible billing and processing for all types of monies collected. It automates customer transaction processing, payment collection, and account adjustments while maintaining all billing and account information online. In addition, invoices generated by 3rd party applications can be imported.
As part of an overall Accounts Receivable function, municipalities often times have a need to bill for and collect miscellaneous receivables. These would be items that are not already accounted for in another specific billing module (e.g., utility billing, licensing, property taxes, etc.). Some examples of the type of activity this module is used for include:
- Weed and Demolition Billing—The municipality cuts the grass or clears debris on a vacant lot and bills the property owner.
- False Alarms—The municipality responds to false alarms and bills the home/business owner.
- EMS Services—The municipality provides ambulance services and bills the patient.
- Municipality Owned Facilities—The municipality owns a facility (e.g., conference center, airport hangers, parking lots, etc.) and bills for its use.
Invoice payments are processed through the Revenue Collection module. Refunds for customer overpayments are completed through the MB Adjustments or Payment Processing module. The system supports multiple types of delinquent processing (application of late fees and finance charges, delinquent notices and write off bad debt, collection agencies and property tax rolls). The module also has customer-based and invoice-based inquiries and a full range of management reports.
